Can't connect: SSL handshake timed out

Hello, im trying to connect to irchighway to get in the #ebooks channel. I keep getting the error "SSL handshake timed out". I've tried googling around for an answer and i found something about checking "accept invalid SSL certificates", tried it still the same error. I also tried uncheking the "use SSL for all servers in this network " box, and got an error saying im banned, the reason was "open SOCKS proxy", I have no idea what this means or what do i need to do to connect, help?

Are you using a proxy or VPN? Also, make sure you're using the correct port number: this is 6697 or 9999 for TLS/SSL or 6667 for plaintext.
If you're not using a proxy or VPN, it may be worth running a malware scan .
