UPDATE: In the server settings for Network, I selected ACCEPT INVALID SSL CERTICATES:huh:

Hello! I'm a long time user, but I lost my user set-up (due to operating system re-install.)
I decided to switch from XChat to Hexchat.

I received the error message "Connection failed (unable to get local issuer certificate.? (20))"
